I don't think one needs any particular qualification, other than being a 
Christian and concerned about health care. 

Having seen a few more discussions since I first suggested it as a 
possibility, I think it would be quite important to be focused on the 
"Christian" part. Many of the debates seem to have nothing to do with the 
Christian faith but are based on criteria like administrative efficiency or 
economic ideology or other things. Those things may have their place, but 
they are not specifically Christian approaches. 

But of course everyone must write about it as they see it.
